Hopper and his friends have ended the reign of terror by rat emperor Titus and mighty cat queen Felina. But Atlantia is destroyed and its inhabitants are nowhere safe from the cats. Pinkie, Hopper’s sister and leader of the Mūs, refuses to help the rodents living in the underground. When Hopper returns unsuccessfully to Atlantia together with rat prince Zucker and rebel leader Firren, something dreadful happens.
Exterminators have arrived to eliminate the plage of rodents. Unwillingly, Hopper ends up aboveground and meets Ace, a friendly cat and his friends. But suddenly Firren shows up, telling him that his little brother Pup is looking for Felina all by himself to kill her. Hopper knows that he cannot stay aboveground. Is it him who will lead the rodents in the underground into a better future?
